HIGHLIGHTS

Aceso Global assessed Provider Payment Mechanisms in Peru’s Public Sector, including the Social Security subsector and EsSalud’s (Social Security Health) coverage package for chronic diseases, including HIV. Second, Aceso Global reviewed OECD experience in practice of care integration and integrated care networks, the five payment models and the more general OECD experience in shaping the institutional, organizational and informational environment to support PPM implementation. Lastly, Aceso Global used the information presented above to recommend MINSA on consolidating public financing, increasing the effectiveness of provider payment mechanisms (PPMs), especially in terms of incentivizing provider performance, and improving the alignment between the benefit package (PEAS) and financing to enhance PEAS coverage. We also outlined a series of recommended activities for studies, technical assistance activities and a capacity-building program to identify and assess knowledge and capacity gaps, secure data and information, test PPM models, and foster consensus-building among key institutional actors.
