Following a Learning Exchange led by Aceso Global, the CoP Patient Pathways during Pandemics was established. The CoP commenced in February 2021 with the following objectives: (i) to accompany and support one of the Learning Exchange participating countries, Malaysia, as it planned, implemented, and monitored the expansion of e-consultations for COVID and non-COVID conditions at the primary healthcare (PHC) level; and (ii) to share experiences and learning from Malaysia that could be used by participating countries. More specifically, the CoP supported Malaysia’s implementation plans, assisted in the expansion of interventions, and developed a monitoring and evaluation plan. The CoP also worked with the Malaysian team to address emerging implementation challenges and bottlenecks, devising in-flight adjustments to overcome them. Seven countries, including Malaysia—which volunteered to be an “implementer country”—participated in the CoP.

This evaluation aimed to assess the activities, processes, outputs, and outcomes of the CoP on the preparation and implementation of Malaysia’s e-consultation extension initiatives, both with respect to Malaysia and the CoP itself. The assessment covered the following thematic areas: shared learning/experience sharing, outputs, significant changes, the CoP engagement processes, and relationships.
