Aceso Global reviewed India’s health service delivery system through assessing organizations and providers.While the Indian healthcare system has rapidly improved, challenges remain in access and financing of care for many low-income citizens. Aceso Global analyzed data on the provision of care services and the actors who provide this care. Aceso Global proposed priority recommendations involving: organizational platforms, quality and improvement delivery models, and public-private sector engagement through multi-stakeholder groups. Through these recommendations Aceso’s vision for change in India can potentially be accomplished through a bottom-up approach where testing and validation are crucial. Aceso highlighted key priorities to consider in India’s healthcare reform:
(i) consolidating the market for providers under organizational platforms;
(ii) redirect the service delivery model towards CPHC and coordinated care;
(iii) introduce autonomy-based management for providers, to increase efficiency and quality;
(iv) promote relentless quality measurement and improvement;
(v) foster and environment for meaningful public-private engagement.
Based on the first thematic paper, Aceso Global proposed a phase two where a platform that seeks to engage key stakeholders to support policy innovations for transformative care in India’s healthcare system. A stakeholder engagement strategy was proposed, and outlined various methods to design, prepare, implement, and engage stakeholders. Aceso Global’s deliverables included the identification of key leaders and entrepreneurs who are specially positioned to be able to push policy makers towards a diffuse policy innovation strategy. The second deliverable involved the creation of an informal working group whereby policymakers have a platform for collaboration and action.
