HIGHLIGHTS

  • Rwanda’s Social Security Board is facing challenges and cost spirals under its health insurance arm
  • A rapid assessment unearthed the lack of policy, legal structure or regulations for the medical scheme, and follow on efforts are beginning to address the gaps

Aceso Global partnered with the Rwanda Social Security Board (RSSB) to conduct a rapid assessment of its healthcare costs and its managerial and financial structure. The Aceso Global team outlined specific areas for further exploration and an agenda for future research. Key topic areas include tariff setting, billing practices, improved use of data for management and payment, designing a separate healthcare program for retirees and the disabled, and alternative provider payment arrangements to promote efficiency and quality. Aceso Global continues its engagement with RSSB.
